Right.  First things first.  Those knees are ugly.  Go to frame 1. Select the Right Thigh target.  You want to locate its Translate handle.
 

Go to frame 30.  Notice that the Right Thigh Target has been rotated (by the rotation of the pelvis) to a bad place.


Click on the Translate handle and drag it back in front of the knees.



Go to frame 60.  Notice how your change makes things wierd over at this end of the animation.



Click on the translate handle and put the Right thigh target back where it belongs.

Now do the same for the Left thigh target.



Now hands.  Go to frame 1.  Go to the front view.  You want to drag the right hand target down near the hip, and rotate it so that the palm is facing in.



Now do the same thing with the left hand target.



This will probably make the elbows face a little strangely.  Select the Right Bicep target and move it down and behind the right elbow. Do the same with the Left bicep target.

Now your character is standing in the correct position to begin the bow.  You'll want them to return to that position at frame 60.  Here's an easy way to guarantee that.



On the Frame-bar, select the Rotate and Translate buttons, and make sure all other mode buttons are disabled.  Click the Full-body scope button.  Then use the edit controls to Copy this frame.  Go to frame 60 and Paste the frame.  The character shouldn't move (since there is no difference between the positions), but there will be a keyframe guaranteeing that they will return to this position at frame 60 (whatever other keyframes you now insert between 1 and 60).



Speaking of frames between 1 and 60, go to frame 30.  The character should be at or near the bottom of their bow in this frame.  Go to the side view.  You want to drag the right hand target down into a comfortable position (your choice) for the character.



Drag the right bicep target down to get the elbow to face the direction that you want.



Now do the same for the left hand target and left bicep target.

If you scrub through the frames now, you will see that the hands are in their original position on frames 1 and 60, and they interpolate to and from the other position.  This is pretty much what you wanted the hands to do.  Now the only problem remaining is the terrible imbalance.  The next page will solve that.
